bly of Maryland, and any sums outstanding incident to any
heretofore authorized bond issues shall be included in the
determination of the limitations authorized by this Act.
SEC. 3. And be it further enacted, That the District
Heights Commission is hereby authorized to do all acts not
specifically mentioned herein which may be necessary to
issue and sell said bonds or certificates of indebtedness, to
provide for the payment thereof and the interest thereon,
and to arrange for the construction, operation, and mainte-
nance of the aforesaid Municipal Center Building as pro-
vided for herein. The bonds or certificates of indebtedness
issued hereunder shall be the direct obligation of the Town
of District Heights, Maryland, and the said municipal
corporation shall be responsible therefor and the guar-
antor thereof. The District Heights Commission are au-
thorized as additional security to deliver to any trustees
mutually agreed upon with the owners of the lands
BONDS a First Mortgage on the real estate upon which
the Community Center is or will be erected.
SEC. 4. And be it further enacted, That the District
Heights Commission shall have power to levy, and the Dis-
trict Commission is hereby authorized to levy, and there
shall be levied, in addition to such other assessments as
may now be permitted an assessment on the real estate
situated within the corporate limits of the Town of Dis-
trict Heights, Maryland, to be known as the "Municipal
Center Building Assessment", at such rate as shall be
determined by said Commission to be necessary to defray
the costs of construction, maintenance, and operation, in-
cluding interest and repayment of principal, of a Municipal
Center Building within the Town of District Heights,
Maryland, but in no event shall the rate of assessment ex-
ceed the rate of fifteen cents ($0. 15) per hundred dollars
($100. 00) of assessed valuation of such real property,
based on the assessed value thereof as fixed by Prince
George's County, Maryland, for tax purposes, and pro-
vided, that all monies received or collected by reason of
such assessment shall be deposited in a separate fund to
be known as the "Municipal Center Building Fund", and
further provided, that the Municipal Center Building
Fund shall be available for, and expended only for first
paying the interest and repaying the principal of the bonds
or certificates authorized in Section 2 of this Act, as may
be due each year, and after payment of the principal and
interest due each year, the balance of the Municipal Center
Building Fund shall be expended only for the purpose of
