"Carroll County", said new sections to be known as
Sections 300A-300R inclusive of said Article, to follow
immediately after Section 300 of said Article and to be
under the new sub-title "Planning and Zoning", estab-
lishing a Planning and Zoning Commission for Carroll
County, setting out the functions and duties of said
Commission and the manner by which appointment to
said Commission shall be made; authorizing the appoint-
ment of a Zoning Commissioner and stating his function
and duties; creating a Board of Zoning Appeals and
stating its function and duties; providing for the manner
of an appeal to the Circuit Court for Carroll County
and a further appeal to the Court of Appeals by an
aggrieved person; and generally providing for planning
and zoning in Carroll County; and providing for a
referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That 18 new sections be and they are hereby added to
Article 7 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Carroll County", said new sections
to be known as Sections 300A-300R inclusive of said
Article, to follow immediately after Section 300 of said
Article and to be under the new sub-title "Planning and
Zoning", and all to read as follows:

Planning and Zoning

300A. For the purposes of promoting the general wel-
fare of Carroll County; of improving health; of enhancing
safety from fire, panic and other dangers; of reducing
traffic congestion; of providing adequate light and air, of
preventing the overcrowding of land and the undue con-
centration of population and of abetting provision of
schools, parks and public facilities, there is hereby estab-
lished the Planning and Zoning Commission of Carroll
County to control within said county, the repair, alteration
and construction of buildings and structures and the occu-
pancy of land, building and structures by regulating the
density of population; by regulating, of buildings and
structures, their location, minimum frontages, bulk or size,
heights, and uses for agricultural, residential, commercial,
industrial, recreational and other purposes, the depths of
lots, the areas of lots, the building line on lots, the per-
centages of lots occupied, and the size of yards and courts.

300B. The Planning and Zoning Commission of Carroll
County shall consist of ten members, namely—
