drainage and/or of supplying of water to forthwith seal
up or fill up their privy sinks, wells, cesspools, drains or
sewage receptacles, and to abandon the use of the same
and to provide fines and penalties for the failure, neglect
or refusal of the owners or occupants of such premises to
seal up or fill up such privy sinks, wells, cesspools, drains
or sewage receptacles or to direct the Manager to have the
same done at the owner's expense and to make such an
expense a lien upon the property.

(d) To fix from time to time schedules of rates for the
use of said sewerage system and/or the supplying of
water and to discontinue such service until any and all
delinquent charges have been paid in full.

(e) To fix a flat schedule of rates to be charged against
the owners or occupants of all properties along a sewer
or water main who have not connected their buildings with
said sewer and/or water main, and to make such a charge
a lien against such property until paid.

(f) To provide that before any plumbing work is done
in any building or on any property within the Town, the
person, firm or corporation doing the plumbing work shall
obtain a permit from the Town Commissioners or some
municipal official appointed by it.

(g) To limit the amount of water which may be con-
sumed by any property connected to the water system of
the Town during an emergency, which has first been
declared to exist, by the Town Commissioners.

(h) To require such changes in plumbing fixtures or
connections as it may deem necessary to prevent any leak-
age or waste of water or other improper use of the sewer
or water system of the Town, and default of the owner of
the property making such changes, to direct the Manager
to have the same done at the owner's expense, and to make
such expense a lien upon the property.

(i) To provide that all plumbing work shall be done
under rules and regulations established by the Town Com-
missioners and subject to inspection by it or some munici-
pal official appointed by it.

124. (Right of Entry) Any employee or agent of the
Town, while in the necessary pursuit of his official duties
with regard to the sewer or water system of the Town,
shall have the right of entry at all reasonable hours and
after reasonable advance notice to the person in possession
(or if unoccupied, then to the owner if he can be located),
