Town Commissioner designated as President, and the same
shall be recorded in the minutes of the proceedings of the
Town Commissioners.
121. (Bond) Every police employee shall, before he
acts as such, furnish bond to the State of Maryland, with
good and sufficient security, to be approved by the Town
Commissioners, in such penalty as it shall prescribe; con-
ditioned "that the said police employee shall well and
faithfully execute the said office in all things appertaining
thereto, and shall also well and truly account for all moneys
received by him on account of claims or accounts placed
in his hands for collection, or received by him on judg-
ments, and shall well and truly pay over the same".
ARTICLE XI
SEWER AND WATER DEPARTMENT
122. (Department) There shall be a department of the
Town known as "Sewer and Water Department", the head
of which shall be the Manager of the Sewer and Water
Department, who shall be appointed by the Town
Commissioners.
123. (Powers) The Town Commissioners, through the
Sewer and Water Department, shall operate the sewer
drainage and water system of the Town and it shall have
the following powers and authority in connection there-
with, to wit:
(a) To construct, reconstruct, enlarge, alter and im-
prove by purchase, lease, gift, devise or by condemnation
in the manner prescribed in Article 33A of the Annotated
Code of Maryland or to dispose of all parts, installations
and structures thereof.
(b) To regulate, and charge for, the making of private
connections to sewer and water mains and to cause all
owners of property along the line of a sewer or water main
to connect therewith at the cost of said owners, their
respective house or building, drains, sinks, wells, cesspools
and receptacles of water or sewage; in default of the
owner's making such connection to direct the Manager to
have the same done at the owner's expense, and to make
such expense a lien upon the property.
(c) To cause all owners of property along the line of a
sewer or water main when the same shall be in proper
working order for receiving and disposing of sewage and
