shall not involve any charge of any kind for the use of
such street or public way, other than reasonable charges
for parking within areas set aside exclusively for that
purpose.

(e) To provide for the cleaning and lighting of streets
and public ways.

(f) To provide for and regulate the planting, mainte-
nance and removal of trees on and along streets and public
ways.

(g) To establish grade and street lines.

(h) To regulate the use of sidewalks and all structures
in, under or above the same; to require the owner or occu-
pant of premises to keep the sidewalks in front of the
same free from snow and other obstructions.

(i) To provide that permit first be had and obtained
from the Town Commissioners, prescribing the conditions
thereof, before any street, lane, alley, or sidewalk shall be
opened, altered, widened, straightened or repaired.

(26) Zoning. To zone and plan the Town in the man-
ner provided in Article 66B of the Annotated Code of
Maryland or any other state legislation with regard to
municipal planning and zoning, subject to the referendum
of the voters at a regular or special Town election.

ARTICLE IV
ELECTIONS

58. (Voters) Every person who (a) is a citizen of the
United States, (b) is at least twenty-one years of age, (c)
has resided in the State of Maryland for at least one year
next preceding any Town Election, (d) has resided within
Queen Anne's County for at least six months next preced-
ing any Town election, (e) holds or owns real or personal
property in the Town, either individually or as co-owner,
of which his interest shall have an assessed value of
$100. 00 or more, and upon which all taxes, charges and
assessments shall have been paid on or before December
31st of the calendar year preceding any Town elections,
and (f) is registered in accordance with the provisions of
this Charter and rules or regulations relating to the same,
shall be a qualified voter of the Town to vote in such Town
elections.

For the purposes of this section, a co-tenant by the

entireties shall be construed to hold and own a one-half

interest.
