poses, subject to the terms and conditions of the original
grant.
(22) Removals and Suspensions. To remove or tem-
porarily suspend from office any person who has been
appointed to any municipal office and who, after due
notice and hearing, is adjudged to have been guilty of
inefficiency, malfeasance, misfeasance, nonfeasance, mis-
conduct in office or insubordination and to fill the vacancy
caused by such removal or suspension.
(23) Retirement. To have the power to take all neces-
sary steps to have the municipal officials and employees
of the Town, other than the Town Commissioners, in-
cluded within the operation of any federal social security
system under the terms of which they are admissible. To
pay the employer's proportionate share due under such
system from the general funds of the Town or any of its
respective departments, (if such officials and employees
are paid by such departments).
(24) Salaries. To fix the salary or compensation of all
municipal officials and employees, provided that the sal-
aries of the Town Commissioners may be only changed
by ordinance duly approved by a majority vote at any
regular or special Town election.
(25) Streets and Sidewalks. (a) To open, widen,
straighten, alter or close streets, lanes, alleys and side-
walks within the Town and to award and pay damages
resulting therefrom; and to exercise the right of condem-
nation, if necessary, in the manner prescribed by any
present or future laws for the State Roads Commission
of Maryland in the case of opening, widening, altering or
straightening public roads by it.
(b) To grade, pave and curb streets, lanes and alleys
and to provide for the same at the cost of the Town.
(c) To compel the owners of any property to pay or
repair the sidewalk in front thereof; in default of the
owners doing so, to have the same done at the owners'
expense, and to make such expense a lien upon such
property.
(d) To regulate the use of streets and public ways by
persons, animals and vehicles; to prohibit the use of such
streets and public ways by any or all motor vehicles under
such circumstances or upon such conditions as it may,
from time to time, by ordinance, deem necessary or expe-
dient in the interest of the public. Any such regulation
