59. (Board of Supervisors of Elections) The Town
Commissioners shall appoint three resident and qualified
voters of the Town to serve as a Board of Supervisors of
Elections. The first three members shall be appointed
within thirty (30) days after the effective date of this
Charter. The term of the members shall be three (3)
years, except that, of the three members first appointed,
one shall be appointed for a term of three years, one for
a term of two years, and one for a term of one year. If any
of said members shall refuse or neglect to serve, die,
remove from the Town, resign, or become otherwise dis-
qualified or unable to perform the duties of his office, his
place shall be declared vacant and shall be filled for the
remainder of his term by the selection of some one possess-
ing the qualifications by the Town Commissioners. The
Board of Supervisors of Elections shall receive such com-
pensation as the Town Commissioners shall determine.

60. (Clerk) There shall be a Clerk to said Board of
Supervisors of Elections, who shall be the Town Clerk as
herein provided.

61. (Duties) The Board of Supervisors of Elections
shall establish and maintain a system of permanent regis-
tration of voters, shall generally supervise the nominations
and the conduct of general or special elections in accord-
ance with the provisions of this Charter and any rules and
regulations relating to the same.

The Board of Supervisors of Elections shall also act as
a Board of Registry under the system of permanent regis-
tration and shall also act as the Election Officials for the
conducting of any election.

62. (Appeal) If any one shall feel aggrieved by the
action of the Board of Supervisors of Elections, acting as
a Board of Registry, in refusing to register or in striking
off the name of any person from the registration books, or
by any other action of the Board of Supervisors of Elec-
tions, acting as a Board of Registry, such person feeling
aggrieved may appeal to the Circuit Court for Queen
Anne's County within five (5) days after such person has
learned of such action and the manner of proceeding shall
conform as near as practicable to the manner of appealing
from the action of Boards of Registry provided in Article
33 of the Annotated Code of Maryland.

63. (Nominations) Nominations for the office of a
Town Commissioner shall be made in writing, signed by
