conduct a special inquiry, investigation, survey, examina-
tion or installation, and to request and avail the Town of
the facilities of the Commissioner of State Employment
and Registration for the administration of such merit
system without unnecessary expense; the adoption, major
alterations in or repeal of any merit system shall be sub-
ject to the referendum of the voters of the Town at a
general or special Town election.

(18) Noise. To regulate or prohibit the ringing of bells,
crying of goods, sounding of whistles and horns, or the
use of amplifying systems.

(19) Nuisances. To prevent or abate all nuisances in
the Town which are so defined at common law, by this
Charter, or by the laws of the State of Maryland, whether
the same be herein specifically named or not; to regulate,
prohibit and control the location of soap factories, slaugh-
ter houses, packing houses, livery stables, foundaries, fer-
tilizer factories and establishments, animal hospitals or
pounds, gasoline filling stations, oil storage tanks, public
garages, dry cleaning plants, canneries, junk, lumber or
fuel yards, chicken hatcheries, and all other establish-
ments of which the business or trade may become noxious,
dangerous, or injurious to public health, safety and/or
comfort.

(20) Parking Lots. To regulate, establish, operate, own
and maintain parking lots.

(21) Property. To acquire by conveyance, purchase or
condemnation real property needed for any public pur-
pose; to erect buildings thereon for the benefit of the
Town; and to sell at public or private sale after twenty
(20) days public notice and to convey to the purchaser or
purchasers thereof any real property belonging to the
Town; to provide for the proper administration of the
same; and to convey to the purchaser or purchasers thereof
any real property belonging to the Town when the Town
Commissioners determine that the same is no longer
needed for any public use.

To take by gift, grant, bequest or devise and to hold
real and personal property absolutely or in trust for parks
or gardens, or for the erection of statues, monuments,
buildings or structures, or for any public use, upon such
terms and conditions as may be prescribed by the grantor
or donor, and accepted by the Town Commissioners; to
provide for the proper administration of the same; and
to convey the same when the Town Commissioners deter-
mine that it or they are no longer needed for public pur-
