2090 JOINT RESOLUTIONS

local bills requiring the time and energies of the members for
their consideration and seriously reducing the efficiency with
which the General Assembly can consider and act upon matters
of State-wide importance; and

WHEREAS, the problems of State-wide importance which face
the General Assembly are such as to require the ability and
capacity of all the members without the distracting efforts
now required of them in the consideration of local bills; and

WHEREAS, the General Assembly of Maryland perhaps intro-
duces and considers a greater proportion of local legislation
than any other State in the Union, this condition representing
a sharp challenge to the General Assembly and to the entire
State of Maryland; now therefore be it

Resolved by the Senate and House of Delegates of Maryland,
That the Governor be and he is hereby requested to name a
Commission composed of able and outstanding citizens of this
State, three to be chosen from each Judicial Circuit to con-
sider in detail and make recommendations upon the problem of
local legislation in this State; and be it further

Resolved, That said Commission be requested to report its
recommendations to the Legislative Council and to the General
Assembly on or before September 1, 1952; and be it further

Resolved, That the Secretary of the State be instructed to
send a copy of this Resolution to the Governor of Maryland.

brood stock in Chincoteague Bay.

WHEREAS, there is need for a practical experiment in an
effort to restore the oyster productivity of the depleted bottoms
in Chincoteague Bay; and
