in law enforcement or in other conservation practices, and the
vessel has been used for the most part for social purposes; and
WHEREAS, the monies spent in the operation and mainte-
nance of the "Potomac" could be used to much greater advan-
tage to the Department of Tidewater Fisheries for the planting
of seed oysters and oyster shells and other sound conservation
practices now therefore be it
Resolved by the General Assembly of Maryland, That the
Board of Public Works be requested DIRECTED to sell,
exchange, or dispose of the "Potomac" to the best interests
to the State of Maryland IF A SATISFACTORY PRICE
CAN BE OBTAINED FOR IT, in order that the expenses
incident to its operation may be saved, and such money ex-
pended for conservation, PROVIDED, HOWEVER, THAT
THE PROCEEDS FROM SALE OF THE "POTOMAC"
SHALL BE USED FOR THE PURCHASE OR TOWARDS
THE PURCHASE OF A SUITABLE BOAT FOR THE GEN-
ERAL PURPOSES OF THE DEPARTMENT OF TIDE-
WATER FISHERIES AND FOR THE USE OF THE EXEC-
UTIVE DEPARTMENT; and be it further
Resolved, That the Secretary of State of Maryland be di-
rected to send copies of this resolution to the Board of Public
Works and to the Commission on Tidewater Fisheries.

mission to study the problem of local legislation in this
State.
WHEREAS, the introduction and consideration of local bills
in the General Assembly of Maryland is one of the oldest and
most difficult problems confronting this legislative body; and
WHEREAS, approximately 60% to 65% of all bills introduced
into the General Assembly at a regular 90 day session are
