House Joint Resolution to establish "Constitution Day".
WHEREAS, in these troublous times, a true knowledge of the
Constitution of our United States is one of the surest bul-
warks for the preservation of our religious, political, economic
and social liberties; and
WHEREAS, it is fit and proper that the fair State of Maryland
shall be the first of the forty-eight states to establish a Consti-
tution Day, since it was a Maryland delegate to the Constitu-
tional Convention of 1787, Luther Martin by name, who was
primarily responsible for the unanimous inclusion in the
American Constitution of that provision of the New Jersey
plan now known as Paragraph Two of Article Six, which pro-
vides in said paragraph that "This Constitution, and the Laws
of the United States which shall be made in Pursuance thereof
* * * shall be the supreme Law of the Land, " and
WHEREAS, in this time of National emergency, the establish-
ment of a State-wide Constitution Day would in no way
compromise the prepardedness effort inasmuch as the workers
in factories and shops would celebrate Constitution Day with
redoubled effort and increased production; and
WHEREAS, those, so placed, could avail themselves of church
attendance or public participation in meetings, for an exposi-
tion of the practical and spiritual values of our National
Constitution; and
WHEREAS, the establishment of a State-wide Constitution
Day would justify itself, if for no other reason than that, on
this day, we may especially inform our children of the price-
less treasure of their National heritage, so that they may be
further stimulated to investigate and inquire into the content
of their precious legacy; and
WHEREAS, September 17th was the month and day that our
American Constitution was adopted by the Constitutional
Convention meeting in the City of Philadelphia, Pennsylvania
in the year 1787; now, therefore, be it
