County Commissioners TREASURER who shall deposit the
same in a special account in the name of the County Roads
Board. The said funds shall be used only for County road pur-
poses, which shall include the payment of all salaries and
expenses incidental to the operation of the County Roads
Board. ALL DISBURSEMENTS FROM SAID FUNDS
SHALL BE UPON WRITTEN ORDER OF THE BOARD
OF COUNTY COMMISSIONERS.
(c) The County Commissioners shall fix the salaries of the
Roads Engineer, the Assistant Roads Engineer and any other
assistants, but in no case shall the salary of the Roads Engi-
neer be less than that received by a Senior Assistant Highway
Engineer, Grade I, having five (5) years experience, employed
under the State Roads Commission, and in no case shall the
salary of the Assistant Roads Engineer be less than that re-
ceived by a Senior Assistant Highway Engineer, Grade II,
employed under the State Roads Commission. In addition to
the salary provided, the County Roads Engineer shall receive
either (1) an allowance for automobile expenses not to exceed
Six Hundred Dollars ($600. 00) per year to be determined and
approved by the County Commissioners, or (2) the use of an
automobile to be furnished and maintained by the County
Commissioners, whichever the Commissioners shall decide.
127. (a) On or before the first day of February of each year,
the County Roads Engineer shall make a written report to the
County Roads Board covering the condition of the county roads
and the improvements that have been made in the twelve
months ending on the 31st day of the preceding December,
showing the amount and kind of material used in each Elec-
tion District with a detailed statement of its cost, and the
amount and cost of labor used in each District, and the amount
of money expended for construction and maintenance purposes,
listing each project, and showing labor, equipment, and ma-
terial costs. Said report shall contain a concise statement of
the amount of money expended and a short summary of the
work performed, which concise statement and summary shall
be published by the Roads Board for two successive weeks in
one or more newspapers of general circulation in Frederick
County.
(b) On or before the first day of October in each year said
Frederick County Roads Engineer shall also prepare and sub-
mit to the Roads Board a proposed Road Construction and
Maintenance Program, supplemented with plans as he may see
fit, of road and bridge work, repair and construction in Fred-
erick County for the ensuing fiscal road year, showing as
closely as may be the available funds, and how they are to be
