expended and on what roads and bridges, naming them, and the
character in detail of the work involved, and the estimated cost
of each construction project, and what proportion of the road
money is for new construction, and what proportion is for
maintenance and repairs, and what proportion is set apart and
reserved for salaries, incidentals and contingencies, in detail.
Notice of the filing of said report embracing said comprehen-
sive program of road construction and maintenance for the
ensuing fiscal year shall be published by the Roads Board in
such newspaper or newspapers REGULARLY PUBLISHED
IN FREDERICK COUNTY as they may see fit, the first publi-
cation within one week of the filing of said report, and con-
taining a notice that said Roads Board will hold not less
than three meetings, naming the time and place thereof,
during said month of October for the purpose of receiving
and hearing recommendations, suggestions or objections of
any taxpayer of Frederick County in regard to any matter
or thing contained in said program. The County Commis-
sioners at the conclusion of the last of said meetings and on
SAID PUBLICATION SHALL ALSO INDICATE THAT
DURING THE MONTH OF OCTOBER THE PROGRAM
WILL BE AVAILABLE AT THE OFFICE OF THE ROADS
BOARD FOR REVIEW BY ANY INTERESTED PERSONS.
ON or before the first day of November, thereafter, THE
COUNTY COMMISSIONERS shall have power to change,
alter or modify said comprehensive program of said Roads
Board, but said comprehensive program, as submitted or as
changed, altered or modified by said County Commissioners on
or before said first day of November, shall be binding upon said
County Roads Board during the ensuing fiscal road year; pro-
vided, however, that if any necessary right of way cannot be
obtained, the County Roads Board shall have the power to pro-
vide for an alternative route or program, subject to the ap-
proval of the County Commissioners. It shall be the duty of
said Roads Engineer to see that said program is carried out in
every particular, in so far as funds are available, and he shall
have power to employ and discharge labor as necessary, subject
to the approval of the County Commissioners.
127A. (a) The said Engineer shall have authority to make
such repairs as are necessary to remedy any serious defect in
the existing system at any time, but the said Engineer shall
have the approval of the County Commissioners before making
any new construction of county roads.
(b) The County Roads Board, SUBJECT TO THE AP-
PROVAL OF THE COUNTY COMMISSIONERS, is hereby
authorized to buy such equipment as is necessary for the con-
struction and maintenance of roads and to buy and operate
