125. (a) The County Commissioners shall appoint a County
Roads Engineer and an Assistant County Roads Engineer for
Frederick County, and the County Commissioners shall have
the power to appoint any other assistants to said County Roads
Engineer as they may deem necessary.
(b) The County Roads Engineer shall not be liable to re-
moval from office for any other reason than incompetency or
wilful neglect of duty, or other cause which may impair his
usefulness. He shall not be removed, however, except after
written charges preferred against him, and an opportunity to
be heard in his defense afforded him. Hearings in regard to his
removal from office shall be public, and there shall be no appeal
from the decision of the County Commissioners.
(c) The County Roads Engineer or the Assistant County
Roads Engineer, whichever shall be designated by the Roads
Board, shall serve as Secretary of the Board.
(d) The County Roads Engineer shall be a qualified engineer
with four years of college education, a degree of Civil Engineer,
and at least three (3) years successful experience in road con-
struction and design. The Assistant County Roads Engineer
shall be a qualified engineer with a degree of Civil Engineer
from an accredited engineering school.

126. (a) The County Commissioners of Frederick County are
hereby authorized to borrow upon the faith of the County UP
TO the sum of Fifty Thousand Dollars ($50, 000. ) per year for
County road purposes EMERGENCIES AND UNFORSEEN
CONTINGENCIES and shall include in the next year's levy
a sufficient amount to repay said loan.
(b) All funds designated for County road purposes by either
Federal, State or County governments shall be paid to the
