3. ABOLISH THE OFFICE OF COUNTY ENGINEER.
In lieu thereof, the Board shall establish and direct a depart-
ment for the construction, alteration, repair and maintenance
of public roads, bridges and drains. Said department shall be
designated as the Department of Public Works. and shall
operate in conjunction with the office of the County Archi-
tect wherever their services may be conjoined. The Depart-
ment of Public Works shall have jurisdiction over all County
mechanical equipment and other public works, County road
equipment of any kind, nature or description and personnel
required. The President of the Board shall be DESIGNATE
the administrator of the Department of Public Works and,,
WHO shall be responsible to the Board for the proper func-
tioning thereof. THE SAID ADMINISTRATOR SHALL
BE A DULY QUALIFIED ENGINEER, REGISTERED
AND LICENSED IN THE STATE OF MARYLAND. The
Board shall employ sufficient personnel for the administration
of this sub-paragraph and shall transfer qualified personnel
from the office of the County Engineer to said Department
of Public Works. The said Board shall employ such profes-
sional engineering personnel as may be necessary upon the
recommendation of the President, and shall appropriate
sufficient funds for the administration of this sub-paragraph.
5. The Board shall provide 4. PROVIDE for a County
Police Force and shall establish a system of merit examina-
tions therefor.
6. The President of the Board shall serve as 5. APPOINT
AND DESIGNATE A County purchasing Agent for the pur-
chase of supplies, materials and equipment for all County
Departments and offices. The Board shall prescribe rules and
regulations for the procurement of materials and supplies.
The President SAID AGENT shall provide accurate records
of such purchases and procurement and shall maintain same
in such condition as to be readily available to the public.
