7. The Board shall establish 6. ESTABLISH the Department
of the Budget.
The supervisor thereof shall be the President
and the administrator THE SUPERVISOR AND ADMIN-
ISTRATOR thereof shall be the County Comptroller. Subject
to the aforesaid, the budget of the County shall be
administered
as otherwise provided by law.

8. The Board shall establish 7. ESTABLISH a County
Personnel Office. The appointment of all employees, except
those whose appointment or election is provided for by the
Constitution or Public General or Public Local Laws, shall
be administered by said Personnel Office. The Board shall
establish salaries and compensation for employees. and shall
provide for a merit system.
It shall appoint a competent
person, with at least five years' experience in personnel work
to supervise said office. The Board shall have the power to
require any officer or employee to give bonds in such form
or penalty as it may prescribe.
and said function shall be
delegated to the County Personnel Office. The Board shall
also require the Personnel Office to adopt procedures and
methods for the discharge of employees or officers of the
County. The Board, however, shall be the final authority.
In the event any employee or officer shall feel aggrieved, he
may petition the Board for a hearing within five days of notice
of his termination, and shall be given a prompt hearing, at
which he may be represented by counsel. The Board shall
forthwith render a decision, which decision shall be final.

9. The Board shall prescribe 8. PRESCRIBE and provide
for the payment of traveling and other expenses of the Judges,
State's Attorney, Sheriff, Justices of the Peace, and of all
other elected and appointed officers and employees of the
County incurred in the performance of their official duties.

10. The Board shall publish 9. PUBLISH and distribute
all ordinances enacted under authority of this Act. Complete
sets of all effective ordinances shall be available for public
references during business hours in at least two places in
Prince George's County.

11. The Board shall appoint 10. APPOINT a qualified
person to issue all licenses, permits or other letters of authori-
ty, which by law or ordinance the Board is authorized to issue.
It is the intent of this sub-paragraph that a central issuing
agency therefor be established.

(c) The Board may establish, in its discretion, any other
department it deems advisable for a more efficient and econom-
ical administration of the public trust, subject to the pro-
visions of this
Act and limitations imposed upon said Board
