of this Act and shall provide that complete sets of all effective
ordinances be available for public references during business
hours in at least two places in Prince George's County.

7. Prescribe rules and regulations for procurement of ma-
terials, supplies, and public work.

8. Acquire by purchase, condemnation or lease, and to dis-
pose of by sale or lease, real estate for any public purpose, and
to erect buildings thereon for the benefit of the County.

9. Provide for a County Police Force.

10. Fix charges for permits issued by the Board.

11. Adopt a system of budgetary control and audit of all
County funds. In the exercise of the authority contained in
this sub-paragraph, provision shall be made for publication,
within a reasonable time after the close of each fiscal year, of
a statement of income and expenses for such year. ]

1. Provide for a complete yearly audit of all County -funds,
to be prepared by a firm of certified public accountants, the
first of said audits to be prepared before the end of the next
fiscal year following the passage of this Act. The said report
shall be made public and wide distribution shall be made of
same.

2. Provide for a complete survey of the County government,
the scope of which shall be such as will reflect full analysis of
every phase of the governmental machinery of the County.
Said survey shall be carefully and methodically made and the
report thereon shall make recommendations as to changes, if
any are needed, to effect a more efficient and economical ad-
ministration. Said survey shall be made by a professional
firm having wide experience in the field of governmental sur-
veys and a report shall be made public upon its findings and
recommendations by not later than the first day of June,
FEBRUARY, Nineteen Hundred and Fifty-two. Upon the
filing of said report, the Board shall conduct a series of three
public hearings thereon, the first of said hearings to be held
not later than the Fifteenth day of August,
MARCH, Nineteen
Hundred and Fifty-two, and the final hearing shall be had
not later than the Fifteenth day of November,
JUNE, Nine-
teen Hundred and Fifty-two.

3. There is hereby created in Prince George's County the

office of "County Architect": The Board shall, on or before

September first, 1951, appoint the County Architect. Said,

appointee shall exhibit the following qualifications: He shall

be registered in the State of Maryland and shall have had
