they shall be known by the corporate style of "County Com-
missioners for Prince George's County", [herein sometimes]
hereinafter referred to as the Board. [They] The said Board
shall elect a presiding officer to serve during his term of office
who shall devote his full time to the duties of his office, and
shall have, subject to the direction of and review by the
Board, administrative supervision over all departments and
employees of the County government. The presiding officer
shall receive an annual salary of Seven Thousand Five Hun-
dred Dollars and each of the other four commissioners shall
receive an annual salary of Three Thousand Six Hundred Dol-
lars, as full compensation for their official duties as Commis-
sioner or in any ex officio capacity. The presiding officer shall
be [known] designated as the President, but [shall also have]
may adopt the title of Chairman for any purpose for which
the use of such title is appropriate. County Commissioners
shall take office on the first Tuesday of December following
their election.
(b) The Board shall regularly meet at least two days a
week as County Commissioners, in addition to such meetings
as it may hold as the District Council of the Maryland-
National Capital Park & Planning Commission. It shall have
all the power and authority now or hereafter granted to it by
law, subject to the provisions of this Act, and [may] shall, by
resolution, ordinance, or other appropriate action:
[1. Adopt rules of procedure for the conduct of its meetings.
2. Establish departments of the County government and
prescribe their functions.
3. Provide for the appointment and removal of all County
officers and employees except those whose appointment or elec-
tion is provided for by the Constitution or Public General or
Public Local Laws, and fix their salary or compensation.
4. Prescribe the duties, powers, and functions of any officer,
employee, or board appointed by it or under its supervision,
and to require any officer or employee to give bond in such
form and penalty as it may prescribe.
5. Prescribe and provide for the payment of traveling and
other expenses of the Judges, State's Attorney, Sheriff, Justices
of the Peace, and of all other elected and appointed officers
and employees of the County incurred in the performance of
their official duties.
6. Provide for publication and distribution of all ordi-
nances enacted under authority of this Act. An ordinance
under this sub-paragraph shall be enacted on the effective date
