effective as of April 16, 1951, and shall be paid for the period
beginning as of that day and continuing thereafter.
Sec. 3. And be it further enacted, That this Act shall take
effect June 1, 1951.
SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE
PRESERVATION OF THE PUBLIC HEALTH AND
SAFETY AND HAVING BEEN PASSED BY A YEA AND
NAY VOTE, SUPPORTED BY THREE-FIFTHS OF ALL
THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY OF MARY-
LAND, THE SAME SHALL TAKE EFFECT APRIL 16,
1951. "

(House Bill 229)
AN ACT to authorize and direct the Police Commissioner of
Baltimore City to pay a pension to John J. White, Jr.,
retired Chief Clerk of the Traffic Court of Baltimore City,
equal in amount to the pension paid retired Lieutenants of
of said Department.
WHEREAS, John J. White, Jr., for many years Chief Clerk
of the Traffic Court of Baltimore City, received compensation
approximately the same as lieutenants in the Police Depart-
ment of said City and was considered to be of equal rank in
that respect, his compensation being increased at the same
time as lieutenants; and
WHEREAS, after his retirement in 1937, the position of Chief
Clerk was abolished and the office of supervisor established in
lieu thereof; and
WHEREAS, lieutenants and other officers in the Police De-
partment after retirement receive a pension equal to one-half
