1. To study, investigate and report on the transportation
system operated by The Baltimore Transit Company, its finan-
cial condition and the reasons therefor, the adequacy of its
service and possible causes of interruption thereof, wage rates
and working conditions of employees, ownership, contracts,
management methods, costs of operation, and its labor and
public relations.
2. To study, investigate and report on the mass transporta-
tion situation in the City of Baltimore and its environs for the
purpose of developing all facts relevant and material for the
protection of the public and the quality and continuity of such
public service rendered in the future.
3. To study, investigate and report on all questions and
problems relevant to the character of service rendered by The
Baltimore Transit Company and its ability in the future to
provide without interruption adequate public transportation
facilities.
4. To submit a printed report containing the results of its
study and its recommendations, including the policies which
the State, the City of Baltimore, other governmental agencies
and the management of The Baltimore Transit Company
should follow in the future, said report to be submitted to the
Governor, the Mayor of the City of Baltimore and the Legisla-
tive Council on or before December 1, 1951, and to assist there-
after in the working out of said recommendations.
SEC. 3. And be it further enacted, That the Commission
shall have the power to appoint a secretary and to employ
such counsel, experts, accountants and other clerical assistants
as may be required and at such compensation as said Commis-
sion shall determine, not to exceed the funds made available
therefor. The members of said Commission shall serve without
compensation but shall be reimbursed for necessary traveling
or other expenses incurred in attending meetings or perform-
ing the duties incidental to the work of the Commission. The
said Commission shall have authority to hold hearings, which
shall be open to the public, summon and examine witnesses,
administer oaths to such witnesses, examine all public records,
as well as the records of The Baltimore Transit Company, and
to call upon all public officials and agencies, including the
Public Service Commission of Maryland, to furnish such in-
formation as said Commission may require for the purpose of
its study and investigation. The Commission shall have au-
thority to compel the production before it by subpoena duces
tecum of any record or writing, including books, documents,
contracts or papers, and to require that copies of any such
