WHEREAS, a mass passenger transportation system furnish-
ing safe, dependable and convenient service is a necessity in
the City of Baltimore and its environs for the convenience and
welfare of the public and The Baltimore Transit Company now
operates the system of street railway, trackless trolley and
motor bus passenger service within said community; and
WHEREAS, the attention of the General Assembly of Mary-
land has been directed to the fact that during the past several
years The Baltimore Transit Company has been operating at
substantial annual deficits although its fares have been recently
increased under authority of the Public Service Commission of
Maryland and such deficits may threaten the ability of The
Baltimore Transit Company in the future to provide adequate
and uninterrupted public transportation facilities and the con-
tinuance of such facilities is a matter of major public im-
portance directly involving the interests of the public, the
State and the City of Baltimore; and
WHEREAS, it is in the interest of the public, the management
and the employees of The Baltimore Transit Company that a
study, investigation and report be made by a commission ap-
pointed by the Governor with authority and power to inquire
fully into all questions relating to the character of service now
and to be hereafter provided by The Baltimore Transit Com-
pany and its ability in the future to provide without interrup-
tion adequate public transportation facilities and to make
findings and recommendations with respect thereto in order
that the City of Baltimore and its environs may be assured of
an adequate mass passenger transportation system; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor be and he is hereby authorized, after
consultation with the Mayor of the City of Baltimore, to
appoint a special commission of not less than three (3) mem-
bers, which shall be known as the "Maryland Commission to
Study and Report on the Transportation System Operated by
The Baltimore Transit Company", one of whom shall be desig-
nated by the Governor to be and, upon so being designated,
shall be the Chairman of the Commission. No person shall be
eligible for appointment to the Commission, or be appointed
by the Commission to hold any employment under the Com-
mission, who holds any official relation to The Baltimore
Transit Company as officer, director, employee or member of
any labor union representing employees of said Company or
who owns stock or bonds in such Company.
SEC. 2. And be it further enacted, That it shall be the duty
and function of the Commission:
