record or writing, authenticated to the satisfaction of the Com-
mission, may be required by the Commission to be delivered
to it. All subpoenas for witnesses or records shall be signed
and issued by the Commission or its secretary and may be
served by any person of lawful age. Whoever, without justifi-
able cause, refuses to appear or testify when required, or
obstructs the Commission or those acting for it in the dis-
charge of their duties, shall be deemed guilty of a misdemeanor,
and upon conviction in a Court of competent jurisdiction shall
be punished by a fine of not more than one thousand dollars,
or imprisonment for not more than one year, or both, for each
offense.
SEC. 4. And be it further enacted, That the expense of the
Commission shall be defrayed out of such State funds as may
be provided therefor in the budget or otherwise.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage, and shall continue in effect
until December 31, 1953.

(House Bill 481)
AN ACT to authorize the Department of Militia of the State
of Maryland to acquire tracts of land in Dundalk and
Catonsville, Baltimore County, for the purpose of construct-
ing thereon armories for the use of said Department and, in
that connection, to accept gifts either of land or of monies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That (a) The Department of Militia, with the approval
of the Board of Public Works, is authorized and empowered
to acquire by purchase, lease, condemnation, gift or devise
