appointment of the members of said Authority, authoriz-
ing said Authority to acquire, establish, construct, erect,
own, repair, remodel, add to, extend, improve, lease as
lessee, equip, maintain and operate, or lease as lessor one
or more public parking facilities as herein defined; con-
ferring upon said Authority the power of condemnation,
and conferring other powers and imposing duties upon
said Authority and upon the said County Commis-
sioners; authorizing the issuance from time to time of
revenue bonds, and revenue refunding bonds, of the
Authority payable solely from the revenues of any one
or more of such parking facilities; providing for the
fixing, charging and collecting of rates and charges for
the use of such facilities to be used for the payment of
the cost of maintaining, operating and repairing such
facilities and for the payment of such bonds; providing:
that no debt of the County Commissioners of Baltimore
County, the State of Maryland, or any political sub-
division thereof shall be incurred in the exercise of any
of the powers granted by this Act; providing for the
execution of trust agreements to secure the payment of
such revenue bonds or revenue refunding bonds with-
out mortgaging: or encumbering any of such parking
facilities; exempting such facilities, and the revenues
therefrom, and the revenue bonds and the interest there-
on, and the revenue refunding bonds and the interest
thereon, from taxation.
WHEREAS, the continued increase in vehicular traffic
of all kinds on and about public thoroughfares, and the
lack of adequate off-street parking space in the metro-
politan areas of Baltimore County has resulted in con-
gestion to such extent as seriously to affect adversely the
public health and safety of the citizens of the State of
Maryland, and of Baltimore County, and
WHEREAS, it is desirable and in the public interest that
such conditions be eliminated and corrected, and
WHEREAS, it appears that the establishment of addi-
tional parking facilities available to the public in and
about the several metropolitan areas of Baltimore County
will contribute materially to the alleviation of said harm-
ful congestion, which is hereby found and declared to be
a matter of public interest, and
WHEREAS, it appears that sufficient revenue will be de-
rived from the operation of said parking facilities to amor-
tize the cost thereof within a reasonable period, and it is
