therefore deemed proper that the construction of one or
more public parking facilities be defrayed through the
issuance of bonds payable solely from such revenue and
without in any way increasing the public debt burden of
the residents of Baltimore County or of the State of Mary-
land, and the faith, credit and general taxing power of the
County Commissioners of Baltimore County should in no
way be pledged or appropriated to that purpose; now,
therefore,

Section 1. Be it enacted by the General Assembly of
Maryland:

(Title. ) This Act may be cited as the "Baltimore
County Parking Authority Act. "

SEC. 2. And be it further enacted:

(Baltimore County Parking Authority. ) The Board of
County Commissioners be and they are hereby authorized
to create a body corporate and politic to be known as the
"Baltimore County Parking Authority, " which when
created in the manner provided by this Act, shall be deemed
an instrumentality of the County Commissioners of Balti-
more County, and a public corporation, and by that name,
style and title said body may sue and be sued, implead and
be impleaded, complain and defend in all courts of law and
equity, and contract and be contracted with.

The Board of County Commissioners may, by resolu-
tion, signify their intention to create the Authority au-
thorized by this Act.

Such resolution shall include articles of incorporation
which shall set forth:

(a) The name of the "Authority. "

(b) A statement that such Authority is formed under
the provisions of this Act for the purposes and subject to
to all provisions thereof, which purposes and provisions
shall by such reference thereto be deemed included in said
articles of incorporation as fully as though therein set
forth in their entirety.

(c) The names, addresses and terms of office of the
first members of said Authority.

Said articles of incorporation shall be executed by the
Board of County Commissioners by its proper officers and
shall be filed with the State Tax Commission which shall
receive the same and endorse thereon the date and time of
