1962 VETOES.

STATE ROADS COMMISSION

SENATE BILL No. 477

AN ACT to add a new section to Article 89B of the Code of
Public General Laws of Maryland (1947 Supplement), title
"State Roads", sub-title "Bridge, Tunnel and Motorway
Revenue Bonds", said new section to be known as Section
122EV2, and to follow immediately after Section 122E of
said Article; to empower the State Roads Commission to
contract to allow use of water and land under water as a
site for a floating hotel, restaurant, or store, and to allow
piers to be extended thereto from State-owned lands abutting
the water, in order to provide accommodations for workmen
on the bridge project, and for revenue.

The State Roads Commission has questioned the wisdom of
this Bill and has recommended that I veto it because it may
violate the contract between the Commission and the operator
of the concessions on the Bay Ferry boats. The Commission
has suggested also the possibility that a floating hotel or
restaurant as authorized by this Bill may interfere with the
construction of the bridge. Therefore, I have vetoed this Bill.

TAXES

SENATE BILL No. 217

AN ACT to repeal and re-enact, with amendments, Sub-sec-
tion (c) of Section 230B of Article 81 of the Annotated
Code of Maryland (1947 Supplement), title "Revenue and
Taxes", sub-title "Income Tax", relating to the optional
method of computation of the income tax when part of the
income consists of dividends, interest and annuities.

This Bill repeals and re-enacts, with amendments, Sub-sec-
tion (c) of Section 230B of Article 81 of the Annotated Code
of Maryland (1947 Supplement). The purpose of the Bill is
to permit the use of the optional tax table for persons having
not in excess of $200. 00 from dividends, interest and an-
nuities.

The Bill states specifically that taxpayers whose income for
the taxable year is $5, 000. 00 or less may use the optional
table. This provision is contrary to the terms of Chapter 1
of the Extraordinary Session of 1948, which permitted the
use of the optional table for all taxpayers whose income was

3, 000. 00 or less.

For that reason the Bill has been vetoed.
