TOLL BRIDGE

SENATE BILL No. 512

AN ACT to add a new section to Article 89B of the Anno-
tated Code of Maryland (1939 Edition and 1947 Supple-
ment), title "State Roads", said new section to be known
as Section 82A and to follow immediately after Section 82,
authorizing the Fairfax Corporation, a Maryland corpora-
tion, to construct a toll bridge over Sinepuxent Bay.

I have concluded to veto this Bill which authorizes a private
corporation, which I understand has not yet been formed, to
construct a toll bridge across the Sinepuxent Bay. The precise
location of the bridge is not given in the Bill, neither is it
clear that adequate highway approaches are available; and if
not, whether the State will be called upon to provide them.

UNEMPLOYMENT COMPENSATION

HOUSE BILL No. 395

AN ACT to repeal and re-enact, with amendments, Sub-section
. (f) of Section 5 of Article 95A of the Annotated Code of
Maryland (1947 Supplement), title "Unemployment Com-
pensation", sub-title "Disqualification for Benefits", relating
to eligibility for benefits within three months before and
two months after childbirth.

The Employment Security Board has informed me that the
amendment proposed by this Bill is most undesirable. I have
concluded to follow its recommendation and I am, therefore,
vetoing the Bill.

VOTING MACHINES

SENATE BILL No. 25

AN ACT to repeal Sections 85 and 86 of Article 33 of the
Annotated Code of Maryland (1947 Supplement), title
"Elections", sub-title "Elections", and to enact a new sec-
tion in lieu thereof to be known as Section 85 of said
Article, relating to the use of voting machines at elections
in certain counties of Maryland.

This Act was designed to require, rather than authorize,
all of the counties to use voting machines. However, seven-
teen counties are exempted from its provisions and three
counties and Baltimore City already use voting machines,
with the resulting effect that this Bill, if approved, would
