I am vetoing this Bill because it violates that portion of
Section 29 of Article 3 of the Constitution which provides that
every law enacted by the General Assembly shall embrace but
one subject and that shall be described in its title. This Bill is
designed to increase the salary of the substitute trial magis-
trate in Somerset County and to increase the compensation of
the members of the Liquor Control Board of Somerset County.
A further objection is that this Bill contains an emergency
clause and, of course, its provision could not be applicable to
the incumbents at the time the Bill became effective.
STATE HOSPITALS
SENATE BILL No. 21
AN ACT to repeal and re-enact, with amendments, Sections 68
and 69, and to repeal Section 70 of Article 59 of the Anno-
tated Code of Maryland (1939 Edition), title "Lunatics and
Insane", sub-title "Eastern Shore State Hospital", revising
and clarifying the provisions of said sections by eliminating
obsolete provisions.
This Bill is designed to make certain alterations to the pro-
visions of Article 59 of the Code in so far as that Article
relates to the Board of Managers of the Eastern Shore State
Hospital.
Inasmuch as the sections amended by this Bill will become
obsolete with the revision of the law relating to mental hos-
pitals, I have concluded to veto this Bill.
SENATE BILL No. 22
AN ACT to add eight new sections to Article 59 of the Anno-
tated Code of Maryland (1939 Edition), title "Lunatics
and Insane", said new sections to be under sub-titles
"Spring Grove State Hospital" and "Springfield State Hos-
pital", to be known as Sections 70A and 70H, inclusive, and
to follow immediately after Section 70 of said Article, re-
vising and clarifying the provisions relating to said hos-
pitals in Article 44 of the Annotated Code and to repeal
said Article 44.
This Bill is designed to make certain alterations to the
provisions of Article 59 of the Code in so far as that Article
relates to the Board of Managers of Spring Grove and Spring-
field State Hospitals.
Inasmuch as the sections amended by this Bill will become
obsolete with the revision of the law relating to mental hos-
pitals, I have concluded to veto this Bill.
