as Section 4BA and to follow immediately after Section
4B thereof, relating to the condemnation of property by the
State Roads Commission.

This Bill deals with the condemnation of property by the
State Roads Commission and provides, among other things,
that if the verdict of the jury is for an amount less than that
which has been paid in to court by the Commission, the owner
is under no obligation to return the difference. The Commis-
sion has recommended that this Bill be vetoed, and I have
concluded to follow its suggestion.

SENATE BILL No. 524

AN ACT to add a new section to Article 25 of the Annotated
Code of Maryland (1939 Edition), title "County Commis-
sioners", said new section to be known as Section 159A, to
follow immediately after Section 159 thereof and to be under
the sub-title "Public Roads", giving to the County Commis-
sioners of the several counties a power by regulation to
control the maximum size and weight of motor vehicles on
county roads therein.

This Bill relates to the regulation of the size and weight of
motor vehicles on county roads. As this subject is now fully
covered by existing law, I have vetoed this Bill.

SEWERAGE FACILITIES
SENATE BILL No. 522.

AN ACT providing for the planning, acquisition, purchase,
construction, reconstruction, improvement, betterment, ex-
tension, operation and maintenance of sewerage facilities by
any city or town; authorizing and regulating the issuance
of revenue bonds for financing such undertakings; and pro-
viding for the payment of such bonds and the rights of
holders thereof; and for related purposes.

This Bill, as its title indicates, relates to public improve-
ments and the financing thereof. At the conclusion of the
Bill there appears an amendment to Section 20 of Article 31
of the Code. There is no reference in the title to the amend-
ment of existing law, and I have concluded to veto it because
I believe the title is not in accordance with constitutional
requirements.
