REGISTER OF WILLS
HOUSE BILL No. 455
AN ACT to repeal and re-enact, with amendments, Section
288 of Article 93 of the Annotated Code of Maryland
(1947 Supplement), title "Testamentary Law", sub-title
"Register of Wills", increasing the compensation of all
employees in the office of the Register of Wills of Balti-
more City.
This Bill will increase by f300. 00 the salary of each em-
ployee in the office of the Register of Wills of Baltimore City
beginning July 1, 1949. Under the provisions of existing law
the Comptroller has the authority to fix the amount of com-
pensation of the employees of the various Registers of Wills
and I am vetoing this Bill because it indicates an unwise and
unnecessary departure from the present practice. I am confi-
dent that an application for any justified raise in pay will
receive careful consideration by the Comptroller.
RISING SUN
HOUSE BILL No. 518
AN ACT to add a new section to Article 8 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Cecil County, " sub-title "Rising Sun, " said new section
to be known as Section 397A and to follow immediately
after Section 397, relating to extension of the boundaries
of Rising Sun.
This Bill authorizes the Commissioners of Rising Sun to
extend the corporate boundaries of the town by a municipal
ordinance. There is no provision for a referendum of the resi-
dents in the area to be brought within the municipal limits.
The uniform practice has been for the General Assembly to
enact a law, usually subject to referendum, bringing within the
corporate limits of a town the area which is to be annexed,
describing it with the greatest accuracy. It seems to me that
that method is desirable and should be retained. I have, there-
fore, vetoed this Bill.
