of said Town, upon condition that the corporate boun-
daries of said Town are extended to incorporate said
sub-division; authorizing and empowering said munici-
pality to maintain and operate said water supply and
sewerage system and said sewage disposal plant as a
part of its existing water supply and sewage system,
subject to the jurisdiction and control of the State Board
of Health of Maryland; authorizing said municipality
to borrow on its full faith and credit from time to time
not exceeding Seventy Thousand Dollars ($70, 000. 00)
to pay the cost of such acquisition, at one time or in
instalments, and the costs of any necessary repairs and
enlargements to said system or said plant, and to
evidence said borrowing by the issuance and sale, at
public or private sale, of its general obligation serial
maturity bonds; authorizing said municipality to pro-
vide for the payment of the maturing principal and
interest of any such bonds so issued by the levy, upon
all property within the present or future limits of said
municipality subject to assessment for taxation at the
maximum rate permitted by law, of ad valorem taxes
without limit as to rate or amount notwithstanding any
other statutory tax limitation; exempting said bonds
and the interest thereon from all taxation in the State
of Maryland.

WHEREAS, there is presently pending before the General
Assembly of Maryland proposed legislation designed to
enlarge the corporate limits of the Town of Rockville by
adding certain additional property to said municipality,
and if said limits are extended as so proposed, they will
encompass a certain residential sub-division known as
Twin Brook, and also certain areas adjacent thereto in
which there are now located, and in operation, a fully
equipped water supply system, a sewerage system and a
sewage disposal plant, all as hereinafter defined; and

WHEREAS, the Mayor and Council of Rockville (herein-
after referred to as "the Town") desires to purchase said
systems and to integrate the same, to the extent necessary
and feasible, with the existing water and sewerage sys-
tems of the Town and such additions to said systems as
may hereafter be installed in some of the areas to be added
to the Town, as the same are developed and require such
services; and

WHEREAS, the Town proposes to purchase said systems
on a basis which will not place any additional burden upon
the existing taxpayers of said T. own, provided said pur-
