tion; provided that condemnation proceedings shall be in-
stituted under the general laws of the State of Maryland.

95. The Council of the City of Hagerstown shall, by
ordinance, fix, establish and adjust reasonable sewer rents,
rates and charges for the use of said sewers by individuals,
firms, and corporations.

96. Wherever within the corporate limits of the City
of Hagerstown the City sewerage system is available for
such purposes, it shall be the duty of all property owners
at their own expense to connect their respective properties
with said sewerage system, and forthwith to clean out and
fill up their respective privy sinks, wells, cesspools, or
other drainage receptacles. The Council of the said City
of Hagerstown shall have full power to pass such ordi-
nances and prescribe such penalties as it may deem neces-
sary to maintain said sewerage system and to compel prop-
erty owners to connect therewith when such system is or
becomes available, and to keep such connections in proper
order and a reasonable state of repair.

97. The Mayor by and with the consent of the Council
shall have supervision and control of all Commissions and
Boards by him appointed and their orders to any such
Commission or Board shall be mandatory.

SPECIAL ACTS

REGULATING PERSONS AND PROPERTY

98. It shall be unlawful for any keeper, owner, pro-
prietor or employee of any junk shop within the City of
Hagerstown, or for any owner, proprietor or employee of
any second-hand store within said City to barter, pur-
chase, exchange, buy or accept from any person whatso-
ever, except plumbers holding licenses as such, or the
owner or owners of buildings from which the material is
taken, any pipe, faucet, boilers, spigots, coils, lead, solder,
copper, alloys of metals or manufacturers of metals, tin
plate, or any other like material whatever, or to barter,
purchase, exchange, buy, receive or accept any other
second-hand goods,. wares, or merchandise of any kind or
nature whatever, without providing and keeping books,
and making therein at the time of such purchase, ex-
change, receiving or accepting, the entries hereinafter
provided.
