99. Every owner of such junk shops and second-hand
stores shall provide and constantly keep a book, in which
shall be fairly written down in the English language, at
the time of every purchase by such owner of any such
material, a description of all articles so purchased, the
name and residence of the person from whom such pur-
chase was made, and the day and hour of such purchase,
and such books shall at all times be open to the inspection
of any and every member of the police and detective
forces of the City of Hagerstown. Such book or books
must be preserved for a period of at least three years after
the date the last purchase or transaction recorded in such
book.

100. Any person who shall violate, or neglect, fail or
refuse to comply with any and all of the provisions of the
two preceding sections, shall for every offense, upon con-
viction before any court of competent jurisdiction, be fined
not less than Five nor more than One Hundred Dollars,
and in default of payment thereof be imprisoned in jail
for a period not exceeding ninety days.

101. It shall not be lawful for the owners or lessees of
any public hall, church, school or place of amusement, in
the City of Hagerstown, to obstruct, or to allow to be ob-
structed by others, any of the aisles or passageways in
the auditorium of said halls, churches, schools or places of
amusement, by placing therein any benches, chairs, chairs
or stools, or other articles that may prevent free ingress
and egress during the hours that said places may be open
to the public.

102. Said owners or lessees, or their agents, are re-
quired to keep open, at all hours during the time said halls,
churches, schools or places of amusement, are open to the
public, all doors giving means of ingress or egress, unless
said doors open outward from said places, then the same
may be closed, but no hindrance, such as lock or catches of
any kind, shall be allowed to obstruct or prevent instant
and easy egress through the same; and when said doors
open inwards, it is required of said owners, lessees and
their agents, that said doors shall be fastened securely and
firmly open.

103. Owners or lessees, or any person holding under
them or their agents, violating either of the two preceding
sections, shall, on conviction thereof, be fined by the court
before whom such conviction is had, for any violation, a
