for the same by levying special assessments against the prop-
erty or properties benefited thereby, or by general or special
taxation levied on all the assessable property within the City
or by the use of the City's general power to borrow money.

(s) To do any and all things generally necessary to carry
out the purposes of this sub-title, including the passing of
ordinances therefor.

187. BIDS. The Mayor and City Council shall advertise
for bids for any work done for the purposes of this sub-title,
if it shall determine to do such work by contract. It shall
furnish specifications to prospective bidders thereon, and
advertise such bidding once a week for two weeks in two
newspapers published in the City. The Mayor and City
Council may let such contract to the lowest responsible bid-
der, or it may reject all bids and re-advertise for other bids.
All such contracts, when awarded, shall be in writing, and
shall refer to such plans and specifications as may be neces-
sary properly to describe the same. Any contractor shall
furnish the City with a good and sufficient bond, in an
amount and upon security to be approved by the Mayor and
City Council, conditioned upon the faithful performance of
such contract.

188. PENALTIES. Ordinances passed to carry out the
purposes of this sub-title may have penalties provided for the
violation thereof, not to exceed One Hundred Dollars for
each offense, but each day the violation continues shall be
construed as a separate offense.

189. BONDS. Monies borrowed by the issue of notes or
bonds, for the purposes of this sub-title, shall be subject gen-
erally to the provisions elsewhere in this Article for the serv-
icing and repayment of the general indebtedness of the City.

190. WEST SIDE. No benefit assessment under this sub-
title upon the property in that part of the City lying to the
west of Will's Creek, generally known as the West Side, shall
exceed in the aggregate Twelve Thousand Five Hundred Dol-
lars; any assessment in this area shall be apportioned among
the several properties located therein in such proportion as
the assessed value of each of said properties bears to the
total assessment of all real property located in said West
Side district.

MEMORIAL HOSPITAL

191. TITLE. The Mayor and City Council is authorized
and empowered to hold title to the land, buildings and im-
provements known as the Memorial Hospital of Cumberland,
