(f) To strengthen, narrow and otherwise change or modify
the piers and other sub-structures of any and all bridges
over Will's Creek or the Potomac River.

(g) To remove, lower, change or modify all dams and
other obstructions in the bed of either of said streams; and
to change the construction and operation of such dams and
other obstructions;

(h) To change the grade and location of streets, lanes, side-
walks, and alleys, as provided elsewhere in this Article.

(i) To remove, remodel, rebuild, relocate, or otherwise
change or modify any houses or buildings of any description,
and also fences, gates, viaducts, canal and railroad works,
and construction of every description.

(j) To reclaim, fill in or remove overflowed lands and
islands; and to clear the same of bushes, trees, and other
foliage.

(k) To regulate the flow of Will's Creek and of the Poto-
mac River and to regulate and prevent dumping and other
obstructions therein.

(1) To construct any of the works authorized by this sub-
title, through and over the property or right of way of any
gas, electric, telephone, telegraph, water, canal, or railroad
company.

(m) To acquire, construct, operate, repair and maintain all
the works authorized by this sub-title.

(n) To acquire and dispose of real and personal property
including riparian rights, easements and rights of way for
the purposes of this sub-title, with the same power as for cor-
porate purposes generally.

(o) To acquire by condemnation such real and personal
property as may be necessary for the purposes of this sub-
title, including rights of way, easements, and riparian rights,
agreeably to the procedures and requirements specified else-
where in this Article. The power of eminent domain so con-
ferred shall be dominant over any rights of eminent domain
conferred upon any railroad, telegraph, telephone, electric,
gas, water, canal, or other company.

(p) To acquire land or rights to land within the State of
West Virginia, or to hold stock in any corporation holding
such land or rights, or to provide for the formation of such
a corporation.

(q) To police and maintain all such works constructed, and
to prevent or restrain any person, vehicle or animal from
doing damage thereto.

(r) To provide for the payment of the cost of all such work
performed for the purposes of this sub-title, and to provide
