and to maintain and operate said hospital under the direction
of its Board of Governors.

192. DEDICATION. The Memorial Hospital is dedicated
to the memory of those residents of the City of Cumberland
and of Allegany County who served in the armed forces of
the United States, and in auxiliary agencies, during the War
of 1917 and 1918. There shall at all times be maintained in
a prominent position in the main hospital building a tablet
dedicated to the memory of those residents of the City and
County who died in the service of their country during said
War.

193. BOARD OF GOVERNORS, (a) The Board of Gov-
ernors shall be a body corporate, by the name and style of
the Board of Governors of the Memorial Hospital of Cum-
berland. By that name the said Board may sue and be sued,
and shall have such powers as are proper and necessary to
operate and manage said hospital.

(b) Neither the Board of Governors nor the Mayor and
City Council shall be liable in any suit brought against either
for or by reason of the negligence of any employee, servant
or agent engaged in or about the erection, maintenance or
operation of the hospital, or of any buildings or improve-
ments thereof.

194. MEMBERS, (a) The said Board shall consist of
seven members, two of whom shall be the Mayor of the City
and the President of the Board of County Commissioners of
Allegany County, both ex officio. The other five members
shall be residents of the City and County. Those five such
persons holding such membership when this Article becomes
effective shall so continue, subject to the provisions of this
section.

(b) The said Board shall be self-perpetuating. The mem-
bers by a majority vote may expel any of the five appointive
members, for cause, and choose another qualified person in
his place. In the event of a vacancy among the five ap-
pointive members for any other reason, the Board likewise
shall appoint a successor.

(c) The Board shall organize by selecting its own officers.
It shall meet once each month, and more often as necessary.

195. POWERS AND DUTIES, (a) The Board is author-
ized and directed to make such rules and regulations as may
be deemed necessary from time to time for the operation and
maintenance of the Hospital. It shall regulate the charges
