apply only as to areas within the State of Maryland, being
within the City or within one mile thereof, except as specific-
ally provided otherwise.

184. PLAN. The Mayor and City Council is authorized
to prepare plans for all work and purposes authorized by this
sub-title, to employ such engineers, counsel and other persons
as may be necessary for completing such plans, to adopt such
ordinances and make such agreements as may be necessary
for putting such plans into operation, to maintain and oper-
ate any works and improvements necessary for the completion
and operation of such plans, and to let such contracts for
these purposes as may be necessary or desirable.

185. SURVEYS. The Mayor and City Council, or their
employees and agents, including contractors and their em-
ployees, may enter upon lands within the limits of the City
or within an area lying one mile from said limits in order to
make surveys and examinations incident to the purposes of
this sub-title. Any such person or persons shall have access
to the work needed or advisable to complete such purposes,
but shall whenever possible secure permission so to enter and
work, and shall do no unnecessary damage. The Mayor and
City Council, or any such person, shall not be liable for more
than the actual damage done.

186. POWERS. (a) In order to prevent or decrease the
dangers of floods within the Flood District, and to carry out
the purposes of this sub-title, the Mayor and City Council is
authorized and empowered to do these acts and things:

(b) To clean, dredge, straighten, widen, deepen, divert,
alter or change the course of Will's Creek, or of any ditch,
drain, sewer, or any other natural or artificial watercourse,
or to fill up any of the same.

(c) To construct and maintain main and lateral ditches,
sewers, sewer gates, pumps, canals, levees, dikes, dams,
sluices, revetments, reservoirs, holding basins, floodways,
pumping stations, siphons, or other similar works or instru-
ments.

(d) To raise, lower, alter or otherwise modify the banks of
Will's Creek and of the Potomac River.

(e) To erect walls along or at any point within three
hundred feet of said banks, or any of them; and to raise,
strengthen, add to, lower or otherwise modify existing walls
along said banks or within three hundred feet thereof.
