grading, regulating, paving or repairing the sidewalks in
front thereof, or compel the owner of any lot to pave or repair
the sidewalks in front thereof.

(c) To regulate the use of streets and public ways by per-
sons, animals and vehicles; to prohibit the use of such streets
and public ways by any or all motor vehicles under such cir-
cumstances or upon such conditions as it may, from time to
time, by ordinance, deem necessary or expedient in the in-
terest of the public. Any such regulation shall not involve
any charge of any kind for the use of such street or public
way, other than reasonable charges for parking within areas
set aside exclusively for that purpose.

(d) To provide for the cleaning and lighting of streets and
public ways.

(e) To provide for and regulate the planting, maintenance
and removal of trees on and along streets and public ways.

(f) To establish grade lines and to grade, pave and curb
streets and public ways of every kind.

(g) To regulate the use of sidewalks and all structures in,
under or above the same; to require the owner or occupant of
premises to keep the sidewalks in front of the same free from
snow and other obstructions.

(h) To provide that a permit first be had and obtained
from the Town Commissioners, prescribing the conditions
thereof, before any street, lane, alley, or sidewalk shall be
opened, altered, widened, straightened or repaired.

(25) Zoning. To provide reasonable zoning regulations
subject to the referendum of the voters at regular or special
elections.

TOWN COMMISSIONERS

48. (Form of Government. ) All legislative powers of the
Town shall be vested in an elective body consisting of three
(3) Town Commissioners. The executive power of the Town
shall be vested in the said Town Commissioners and such
other officials of the Town as may be hereafter designated
by the Town Commissioners or by this Charter.

49. (Qualifications. ) The said Town Commissioners shall
be adult residents of the Town for two years preceding their
election and shall hold and own real estate in said Town
above the assessed value of Five Hundred Dollars ($500. 00).
