(20) Police Powers. To punish and suppress vagrancy, vice,
gambling, and the owning or keeping of houses of ill fame
within the limits of the Town.

(21) Property. To acquire by conveyance, purchase or
condemnation real property needed for any public purpose;
to erect buildings thereon for the benefit of the Town; and
to sell at public or private sale after twenty (20) days public
notice and to convey to the purchaser or purchasers thereof
any real property belonging to the Town; to provide for the
proper administration of the same; and to convey to the pur-
chaser or purchasers thereof any real property belonging to
the Town when the Town Commissioners determine that the
the same is no longer needed for any public use.

To take by gift, grant, bequest, or devise and to hold real
and personal property absolutely or in trust for parks or
gardens, or for the erection of statues, monuments, buildings
or structures, or for any public use, upon such terms and
conditions as may be prescribed by the grantor or donor, and
accepted by the Town Commissioners; to provide for the
proper administration of the same; and to convey the same
when the Town Commissioners determine that it or they are
no longer needed for public purposes, subject to the terms and
conditions of the original grant.

(22) Salaries. To fix the salary or compensation of all
municipal officers and employees, provided that the salaries
of the Town Commissioners may be changed only if such ordi-
nance be approved by the majority of the qualified voters of
the Town voting thereon, at a regular or special Town elec-
tion.

(23) Shows. To license and regulate the showing of cir-
cuses, street shows, and other kind of performances within
the corporate limits.

(24) Streets and Sidewalks, (a) To order the condemna-
tion of land and property for the opening, widening, altering
and straightening of streets, lanes, alleys and sidewalks
within the Town, and to provide for the payment thereof in
instalments of one, two or three years, in the discretion of the
Town Commissioners, by special tax to be levied for the pur-
pose, the exercise of the right of condemnation to be exercised
as in case of opening, widening, altering or straightening
public roads by the State Roads Commission of Maryland,
with right of appeal also as in such cases made and provided.

(b) To provide for the grading, regulating, paving and re-
pairing the sidewalks in the Town, and to impose a tax upon
any lot fronting on any street, lane or alley for the purpose of
