(12) Health. To establish quarantine regulations, and to
authorize the removal or confinement of persons having in-
fectious or contagious diseases; and to prevent the introduc-
tion of contagious diseases into the Town.

(13) Inspections. To authorize and require the inspection
of gas pipes, water pipes, plumbing apparatus, electric lines
and wires, and to compel repairs thereon.

(14) Liens. To provide that any valid charges or assess-
ments made against any real property within the Town shall
be liens upon such property to be collected in the same manner
as Town taxes are collected.

(15) Livestock. To regulate and prohibit the running at
large of cattle, horses, swine, fowls, sheep, goats, dogs or
other animals; to authorize the impounding, sale and re-
demption of such animals when found in violation of the
ordinances in such cases provided.

(16) Markets. To direct the location and regulate the
management of all public markets and market places,
whether established by the Town or by private individuals or
corporations.

(17) Noise. To regulate or prohibit the ringing of bells,
crying of goods, sounding of whistles and horns, or the use
of amplifying systems.

(18) Nuisances, (a) To cause any nuisance to be abated,
upon complaint or view, if the Town Commissioners shall be
satisfied it is detrimental to the health, safety or welfare of
the inhabitants of the Town or injurious to its trade, and for
this purpose the Town Commissioners, its officers or agents,
are empowered to enter upon any private grounds or premises
within the limits of the Town.

(b) To regulate the location of soap factories, slaughter
houses, packing houses, livery stables, foundaries, fertilizer
factories and establishments, animal hospitals, gasoline filling
stations, oil storage tanks, public garages, dry cleaning plants,
canneries, junk, lumber or fuel yards, chicken hatcheries, and
all other establishments of which the business or trade may
become noxious, dangerous, or injurious to public comfort,
health and/or safety; except that this power shall not extend
to or be construed to affect any property owned or business
operated by Queen Anne's County, or by any agency thereof.

(19) Police. To establish and maintain an adequate police
force.
