may develop at said hearing. Any plan) or design, for the
improvement of parks, or land, acquired for park purposes,
under the jurisdiction of the Maryland-National Capital Park
and Planning Commission, shall be first approved by said
Commission before being submitted to the County Commis-
sioners, and all funds allocated for the improvement of parks,
or acquisition of park land, shall be paid to said Commission
for the purpose of making said improvements, upon requisition
of said Commission to the County Commissioners, as funds
may be needed. The said County Commissioners shall con-
tract with the Forestry Service of the State of Maryland for
roadside improvements and beautification, and may pay the
said Forestry Service such funds as are allocated and recom-
mended for such improvements; and all other improvements
contemplated by this Act, recommended by said Advisory
Board and approved by said County Commissioners, shall be
made in the manner determined by said County Commissioners
to be most advantageous, with due regard for competitive bids
and competitive conditions. Said County Commissioners may
advance to the said Advisory Board, out of any of its funds
available, not otherwise obligated, such sums as may be
needed for expenses, engineering or other professional skill be-
tween the issues herein provided, and shall deduct such ad-
vances out of the proceeds of the succeeding issue. The said
Advisory Board shall be provided with the necessary space
for its headquarters in any of the public buildings in said
Metropolitan District available, and in the event nothing is
available, they may rent, subject to the approval of the County
Commissioners, sufficient space for headquarters. The County
Commissioners shall not be bound by any estimate of costs
made by said Board or by the order of the recommendation, but
may proceed with the completion of any improvement recom-
mended by said Board regardless of estimated cost or pref-
erence, but shall give consideration to any recommendation of
said Board as to the respective merits of the several recom-
mendations.
SEC. 4. And be it further enacted, That the County Com
missioners m^y employ any necessary engineering or other
technical assistance to assist in the development and com-
pletion of said projects, the costs of which shall come out of
the proceeds of said bonds.
SEC. 5. And be it further enacted, That in the event the
County Commissioners deem that the existence of a state of
war makes it uneconomical or inexpedient to develop or con-
struct the projects recommended and designated for construc-
tion during any part of the calendar year 1945 then all of the
terms and conditions of this Act shall be extended to include
