the calendar years 1946, 1947, and 1948, and after such deter-
mination the Advisory Board may reconsider its recommenda-
tions and may make new recommendations at any time within
six (6) months of such determination. In the event, that dur-
ing the years 1945 or 1946 a post-war program is developed,
for projects within said Metropolitan District, 'by either the
State or Federal Government, requiring a contribution by the
beneficiary, the County Commissioners may, with the consent
of the Advisory Board, increase the issuance of bonds under
this Act by any amount not exceeding Five Hundred Thousand
Dollars ($500, 000) and without regard to the allocation set
forth herein.

SEC. 6. And be it further enacted, That the County Com-
missioners are hereby authorized to "use any unexpended bal-
ance of bonds issued under Chapter 679 of the Acts of 1941
for any improvement in the Metropolitan District, determined
to be desirable by them, without regard to the recommenda-
tions of the Advisory Committee created by said Act.

SEC. 7. And be it further enacted, That this Act shall take
effect on the first day of June, 1945.

CHAPTER 663.
(House Bill 408)

AN ACT to repeal and re-enact, with amendments, Section
497 of Article 4 of the Code of Public Local Laws of Mary-
land (1938 Edition), title "Mayor and City Council of
Baltimore", sub-title "Criers, Bailiffs, Watchmen and Ste-
nographers", eliminating the necessity of signatures of wit-
nesses to transcripts of record, providing that petitioner pay
the costs of court stenographer and prescribing the charge
per page for stenographic transcripts.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 497 of Article 4 of the Code of Public Local
Laws of Maryland (1938 Edition), title "Mayor and City
Council of Baltimore", sub-title "Criers, Bailiffs, Watchmen
and Stenographers", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

497. The judges of the Orphans' Court of the City of Balti-
more are authorized and directed to appoint a stenographer
