improvements or construction may be used in addition to and
in conjunction with any available State or Federal funds,
and the said County Commissioners are hereby authorized to
enter into a contract with the State Roads Commission or
any Department or Bureau of the Federal Government with
regard to such improvements and as may be required by the
terms of said contract to pay the funds contracted to be paid
to said Commission or Federal Bureau or Department.

SEC. 3. And be it further enacted, That the County Com-
missioners shall, within twenty (20) days of the effective date
of this Act, appoint five (5) persons residing within the Metro-
politan Area to be known as the Advisory Board to the County
Commissioners and who are designated and appointed as said
Board to serve for a period of two (2) years from the effective
date of this Act and until a successor, or successors, are desig-
nated or appointed by an Act of the General Assembly of
Maryland. Said Board shall be a self-perpetuating body and
the members thereof shall elect, from time to time, the suc-
cessor or any member of said Board who refuses to serve, dies,
or resigns, or is disqualified by reason of his removal from
the Metropolitan District of said County, provided, that any
such successor shall be a resident of said Metropolitan Dis-
trict. The members of said Board shall serve without pay;
shall elect a chairman and secretary and shall appoint and
employ such clerical help and secure such engineering and pro-
fessional assistance as they may need, subject, however, to
the approval of the County Commissioners of said County as
to any expenditures of money therefor; and shall be entitled to
copies of records, maps, plats and designs of any of the public
agencies of said County, without payment therefor. Said
Board shall immediately upon appointment proceed to develop
a plan, or plans, for the expenditures of the funds allocated
herein, annually, and shall within four (4) months after the
effective date of this Act, submit their plans and recommenda-
tions to the County Commissioners of said County, who shall
within thirty (30) days either approve or disapprove said
recommendations, or any of them, and after disapproval of
any item, the said Board shall forthwith make further recom-
mendations so that there shall be expended, with the approval,
of the said County Commissioners, not less than the sum
allocated for any one calendar year. The County Commis-
sioners shall not expend or contract to expend any part of
the proceeds of said bonds except upon the recommendation
of said Board. Said Board shall at least ten (10) days before
it makes any recommendation to the County Commissioners
hold a public hearing at the County Service Building, and
shall give consideration to such objections and criticisms as
