Suitable ballot boxes, polling places, printed ballots, tally
sheets, etc., shall be provided by the Mayor and Town Council.

The Mayor and Town Council shall cause the registration
book or books to be delivered to the Judges of Election prior to
the opening of the polls, and only those persons who are duly
registered shall be permitted to vote.

Immediately upon the closing of the polls after each election,
the ballot boxes shall be opened, and the ballots shall be pub-
licly counted, and the Judges of Election shall within two days
thereafter make a true and correct return of the results of said
election. The returns shall be made to the Mayor and. Town
Council in a sealed envelope and within one week thereafter
the Mayor and Town Council shall meet and canvass said
return and publicly declare the results thereof, and declare
who has been duly elected to the respective offices.

Immediately after the counting of the ballots the Judges of
Election shall put back in the ballot boxes used at said elec-
tion, the ballots taken therefrom, and shall seal said ballot
boxes by pasting a strip of paper over the slit, upon which
paper the Judges and Clerks of Election shall sign their names
so that the boxes may not be opened without destroying said
seal. The ballot boxes containing the ballots shall be kept by
the Town Clerk for thirty days from the date of said election,
unless there is a recount, in which case they shall be kept until
said recounting is finally concluded. After the thirty days
has elapsed, or the recount has been concluded, the Town
Clerk may open said ballot boxes and destroy said ballots.

In case of the failure of an election by reason of a tie vote,
the Mayor and Town Council shall order and provide for a
run off election between the tied candidates, to be held within
ten days thereafter.

Section 14. The Mayor shall appoint, subject to the con-
firmation of the Town Council, a person who shall act as
Town Clerk. The Town Clerk shall keep the minutes of the
meetings of the Mayor and Town Council in a well bound
book which shall be opened for inspection by all persons who
are interested therein. He shall be the custodian of the offi-
cial records (other than the Treasurer's records) of the town
and shall perform such duties as the Mayor and Town Coun-
cil may assign to him.

Nothing herein contained shall prohibit the person ap-
pointed as Clerk to be the same person as is elected Treasurer.

Section 1(5. There may be appointed one or more town
policemen andor special officers for said town, who shall be
vested with as full power and authority as a constable in
criminal and misdemeanor cases within the town limits, and
