port for distribution to the members of the General Assembly,
the Baltimore City Council and the public.
(d) To prepare legislation necessary to carry out its rec-
ommendations.
(e) To report its findings to the Governor of Maryland,
the Mayor of Baltimore City, the City Council of Baltimore,
and the Legislative Council by July 1, 1946.
SEC. 4. And be it further enacted, That such funds as may
be determined by the Governor or the Board of Public Works,
shall be assigned to the Commission.
SEC. 5. And be it further enacted, That the Commission may
request from any Department, Board, Bureau, Commission or
Agency of the State, such professional and expert advice, as-
sistance and data as will enable it to properly carry out its
activities and effectuate its purposes hereunder; and such
State Department, Board, Bureau, Commission or Agency is
authorized and directed to co-operate as far as may be prac-
ticable with the Commission in furtherance of its purposes
and aim.
SEC. 6. And be it further enacted, That the Commission is
hereby authorized and empowered to make definite recommen-
dations for the expenditure, use and allocation of funds
deemed necessary to carry out its recommendations.
SEC. 7. And be it further enacted, That this Act shall take
effect June 1, 1945.

AN ACT to add two new sections to Article 23 of the Anno-
tated Code of Maryland (1939 Edition), title "Corpora-
tions, " sub title "Public Service Commission, " said new sec-
tions to be known as Sections 360A and 360B, and to follow
immediately after Section 360 of said Article, to provide for
regulation by the Public Service Commission and issuance
of permits for motor vehicles used for transportation of
passengers in charter and contract service.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
