WHEREAS, the Baltimore Wholesale Fruit and Vegetable
Commission created by Chapter 972 of the Acts of the Gen-
eral Assembly of 1943 has made recommendation that the
present Wholesale Fruit and Vegetable Markets in Baltimore
City, with the exception of the railroad terminals, are inade-
quate and should be improved, and that the improvements
in these markets are for the benefit, not only of the citizens of
Baltimore, but also to all growers and shippers throughout the
State; and
WHEREAS, the General Assembly concurs in the objectives
of this report and desires that this study be continued.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a Commission on Baltimore Wholesale Fruit and
Vegetable Markets is hereby created. The Commission shall
consist of eleven members to serve until June 1, 1947. The
members of the Commission shall be appointed by the Governor
of Maryland as of the effective date of the Act. Each of the
two major railroads operating in the Baltimore Area shall be
represented on said Commission by a member appointed from
each of their respective organizations, and the other nine mem-
bers shall be appointed to represent the producers, commis-
sion merchants, the State Board of Agriculture, Baltimore City
and the public. The Governor shall designate one of said
members as Chairman of the Commission.
Vacancies due to death, resignation or other cause shall be
filled by the Governor. All members shall serve without com-
pensation.
SEC. 2. And be it further enacted, That the Baltimore
Wholesale Fruit and Vegetable Market Commission which
terminates June 1, 1945, is commended for its diligent work and
instructed to turn over all papers, data, findings and other ma-
terial to the Commission to be appointed hereunder.
SEC. 3. And be it further enacted, That it shall be the duty
of the Commission
(a) To undertake studies and surveys of the Baltimore pro-
duce markets, make determinations as to the adequacy of the
market facilities and plans for their improvement with spe-
cial emphasis on the enlargement of the farmers' market area.
(b) To formulate a program, prepare plans and estimates
of cost, enlargement and improvement of these facilities to
eliminate the present congestion and loss of time in handling
produce.
(c) To utilize funds appropriated to it in its investiga-
tions and in the preparation and printing of a factual re-
