tain and administer the same; authorizing and empowering
the County Commissioners of Montgomery County to levy
special ad valorem taxes in the districts so designated in
order to finance the maintenance and administration there-
of, including the maintenance and repair of said streets,
sidewalks and highways and the provision and maintenance
of street lighting; authorizing and empowering said County
Commissioners of Montgomery County to finance the con-
struction of said improvements by the imposition and col-
lection of special assessments against abutting property
specially benefited; authorizing and empowering said
County Commissioners of Montgomery County to borrow
money and issue notes or certificates of indebtedness upon
its full faith and credit, but payable primarily from the
proceeds of the collection of such special assessments, in
order to pay the cost of such improvements prior to the
collection of such special assessments; authorizing and em-
powering the County Commissioners of Montgomery County
to enact suitable resolutions for the proper administration
of such districts and to place such administration in the
hands of the District Counsel of the Montgomery County
Suburban District.

WHEREAS,, in certain of the election districts of Montgomery
County, hereinafter enumerated, suburban residential devel-
opments or subdivisions have been undertaken or made in pri-
marily rural areas beyond the boundaries of the Montgomery
County Suburban District; and

WHEREAS, it is desirable and in the interest of the public
health, safety and comfort of the people of Montgomery
County that the County Commissioners of Montgomery County
be adequately empowered to provide such developments or
subdivisions with the usual suburban facilities of paved streets,
sidewalks, highways and street lighting now enjoyed by other
similar areas within the boundaries of the Montgomery County
Suburban District, and that the County Commissioners of
Montgomery County be further empowered to maintain, repair,
operate and administer any such improvements so installed;
now, therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land,, That whenever in its judgment the public health, safety
or comfort requires it, the County Commissioners of Mont-
gomery County is authorized and empowered, by resolution to
designate as a Special Suburban Improvement District any
area, development or subdivision in the fifth, seventh, tenth
or thirteenth election districts of Montgomery County, pro-
vided that such area, development or subdivision shall consist
