of not less than ten (10) residential development lots and pro-
vided further that a complete and accurate plat of any such
area, development or subdivision, acceptable to the County
Commissioners of Montgomery County, is filed with the Board
of County Commissioners and is recorded, together with a cer-
tified copy of such resolution designating such area, develop-
ment or subdivision as a Special Suburban Improvement Dis-
trict, with the Clerk to the Circuit Court of Montgomery County
among the Land Records of Montgomery County. Upon such
designation being made and the foregoing provisos being com-
plied with, any such area, development or subdivision shall be-
come a separate Special Suburban Improvement District and
the construction of improvements therein, as hereinafter
authorized, and the administration, maintenance, operation
and repair of such improvements shall thereafter be con-
ducted by the District Council for the Montgomery County
Suburban District in the same manner as the affairs of the
said Montgomery County Suburban District are now conducted
by said District Council, provided, however, that any ordinance
or resolution adopted by said District Council with respect to
the Montgomery County Suburban District, or with respect to
any particular Special Suburban Improvement District so
created, shall not apply to any other special suburban improve-
ment district unless such ordinance or resolution shall clearly
state by name the special suburban improvement district or
districts intended to be covered by its terms, and provided fur-
ther that none of the ordinances or resolutions of said District
Council heretofore passed for the administration of the Mont-
gomery County Suburban District shall apply to any such
Special Suburban Improvement District unless, in the reso-
lution designating any such area, development or subdivision
as a Special Suburban Improvement District, it is provided
that some or all of said ordinances or resolutions shall be ap-
plicable to such newly created Suburban Improvement Dis-
tricts.

SEC. 2. And be it further enacted, That whenever in the
judgment of the County Commissioners of Montgomery County,
it shall become expedient and necessary to install in any such
Special Suburban Improvement Districts a street lighting sys-
tem and to maintain and operate the same, and also to pay the
cost of maintaining, repairing and administering the street and
sidewalk improvements so constructed, said County Commis-
sioners of Montgomery County shall have the power and is
hereby authorized, by resolution, to levy in any such Special
Suburban Improvement District a special annual ad valorem
tax to pay the foregoing cost of installation, maintenance, oper-
ation, repair and administration, said tax to be levied in the
next annual levy following the passage of said resolution at
