with, the duty of observing, administering, and enforcing the
provisions of this Article relating to the Department.
(b) The Commissioner is hereby authorized to adopt and
enforce such rules and regulations as may be necessary to
carry out the provisions of this Article as they relate to the
Department and any other laws the enforcement and admin-
istration of which are vested in the Department.
(e) The Commissioner shall adopt an official seal for the
use of the Department.
(d) The Commissioner shall file with the Governor, on the
last day of September in each and every year, an account of
the receipts and disbursements of his office, as provided for in
this Article. The salaries of said Commissioner, Deputy Com-
missioner, and all subordinates and, clerk or clerks, together
with all office and other expenses, shall be paid out of moneys
appropriated therefor by the General Assembly. He shall
transmit monthly a statement of the receipts and disburse-
ments of his office for the preceding month and all moneys
coming into his hands under the provisions of this Article to
the State Treasurer, to be used as provided elsewhere in this
Article and shall receive a receipt therefor.
(e) In case of the absence of the Commissioner of Motor
Vehicles or his inability, from any cause, to perform the duties
of his office, the Deputy Commissioner of Motor Vehicles shall
exercise all the powers and perform all the duties of the said
Commissioner during his absence or inability as aforesaid.
9. OFFICES OF DEPARTMENT. The Commissioner shall main-
tain an office in the City of Baltimore, open daily, excepting
Sundays and holidays during such hours as the Governor may
prescribe.
10. COMMISSIONER TO PRESCRIBE FORMS. The Commis-
sioner shall prescribe and provide suitable forms of applica-
tions, certificates of title, registration cards, operators' and
chauffeurs' licenses, and all other forms requisite or deemed
necessary to carry out the provisions of this Article and any
other laws, the enforcement and administration of which are
vested in the Department.
11. AUTHORITY TO ADMINISTER OATHS AND CERTIFY COPIES
OF RECORDS, (a) Officers and employees of the Department
designated by the Commissioner are, for the purpose of ad-
ministering the motor vehicle laws, authorized to administer
oaths and acknowledge signatures, and shall do so for a fee of
twenty-five cents (25c) for each oath administered or acknowl-
