sent of the Senate a competent person, who shall have been a
registered voter in the State of Maryland for three consecutive
years next preceding the date of his appointment and who
shall be known as the "Commissioner of Motor Vehicles, '7 and
shall devote his time to the duties of such office. Said Com-
missioner shall be subject to removal by the Governor for
official misconduct or incompetency as in the case of other civil
officers. Said Commissioner shall be appointed for four years,
and the term of his office shall commence on the first Monday
of May next ensuing his appointment. He shall hold office
until his successor is appointed and qualified. Said Com-
missioner of Motor Vehicles shall receive such salary as shall
be provided for in the State Budget. He shall be required to
give bond in the sum of twenty thousand dollars ($20, -
000), or such additional sum as the Governor may require, for
the faithful performance of his duties.
5. ORGANIZATION OF DEPARTMENT. The Commissioner shall
organize the department in such manner as he may deem
necessary properly to segregate and conduct the work of the
Department.
6. COMMISSIONER TO APPOINT SUBORDINATES. The Commis-
sioner subject to the approval of the Governor and subject
to the Maryland Merit System laws shall appoint a Deputy
Commissioner of Motor Vehicles and such deputies, subordi-
nate officers, clerks, inspectors, and other employees as may be
necessary to carry out the provisions of this Article. The
salaries of all such appointees shall be fixed by the Commis-
sioner subject to the approval of the Governor, as provided by
the State Budget.
7. MERIT SYSTEM PROVISIONS. For the purpose of the
creation of the Department of Motor Vehicles under this Arti-
cle, the Deputy Commissioner of Motor Vehicles, the Registrar
of Titles, the Auditor, Operating License Examiners, the Super-
vising Motor Vehicle License Examiner and all other employees
now employed by the Commissioner of Motor Vehicles under
the Maryland Merit System Law shall be transferred under
the same Maryland Merit System classification, from the Com-
missioner of Motor Vehicles to the Department of Motor Vehi-
cles as defined in this Article, and shall be employed by the
Department of Motor Vehicles in accordance with the afore-
said classification until and unless removed in accordance with
the provisions of the Merit System.
8. POWERS AND DUTIES OF COMMISSIONER, (a) The Com-
