edgment taken, and all fees received from such source shall
be paid by said Department into the State Treasury as are
other funds received.

(b) No person, in or around any building or premises used
or occupied by the Department of Motor Vehicles for the
transaction of business lawfully provided for in this Article,
shall assist, offer to assist, or solicit, for a fee charged directly
or indirectly, any person to obtain a permit to operate a motor
vehicle, a certificate of title, motor vehicle registration, other
requisite licenses, or for the filing of statements, or engage in
or around said building or premises directly or indirectly in
such business or occupation for gain, nor shall any person in
or around such building or premises, in any manner interfere
with any person or persons transacting business for or with
the Department.

Violation of sub-section (b) of this section shall be deemed
a misdemeanor and upon conviction shall be punishable by a
fine of not less than one ($1. 00) dollar nor more than twenty-
five ($25. 00) dollars.

(e) The Commissioner and such officers of the Department
as he may designate are hereby authorized to prepare under
the seal of the Department and deliver upon request a certified
copy of any public record of the Department, charging a fee of
fifty (50) cents for each document so authenticated, and every
such certified copy shall be admissible in any proceeding in any
court in like manner as the original thereof.

But no charge shall be made for any record required or
requested by any court or state department. All fees received
from such source shall be paid by said Department into the
State Treasury as are other funds received.

12. RECORDS OF DEPARTMENT, (a) The Commissioner of
Motor Vehicles shall keep a record of all statements filed
with him and all certificates issued by him, and all records of
the Department, other than those declared by law to be confi-
dential for the use of the Department, shall be open to public
inspection during office hours.

(b) The Department shall file each application received and
when satisfied as to the genuineness and regularity thereof,
and that the applicant is entitled to register such vehicle and
to the issuance of a certificate of title shall register the vehicle
therein described and keep a record thereof in suitable books
or on index cards as follows:

1. Under a distinctive registration number assigned to the
vehicle;
